A cooperation agreement with Presidential cities

The Polish Investment and Trade Agency (PAIH) supports regional institutions in the area of economic promotion, which includes the promotion of FDI inflow. In recent years, in order to strengthening activities aimed at providing professional, compliant with PAIH’s standards of investor service in the regions, the Agency has concluded cooperation agreements with many Municipalities and Cities.

So far, PAIH has signed such agreements with the following Local Governments: Kielce, Białystok, Rzeszów, Lublin, Bydgoszcz, Olsztyn, Koszalin, Krosno, Częstochowa, Zamość, Piła, Szczecinek, Radomsko, Piotrków Trybunalski, Łapy, Radom, Opole, Łomża, Iława, Tarnobrzeg, Zambrów, Pisz, Dębica, Inowrocław, Elbląg, Suwałki, Wałbrzych, Sanok, Mielec, Przemyśl, Kędzierzyn - Koźle, Ełk, Sieradz, Żyrardów, Dąbrowa Górnicza, Toruń, Zawiercie, Bytom, Chorzów, Konin, Łódź, Skierniewice, Szczecin, Ostrowiec Świętokrzyski, Zielona Góra, Słupsk, Tarnów, Chełm, Legnica, Piekary Śląskie, Płock, Skarżysko-Kamienna, Świętochłowice, Zabrze, Zgierz, Racibórz, Gorzów Wielkopolski, Stalowa Wola, Bełchatów and with the Wrocław Agglomeration Development Agency and the Bydgoszcz Regional Development Agency.

A current list of cooperating local governments:


Due to, the growing interest of Local Governments in signing such cooperation agreements with PAIH and the obligations arising from this, currently the Agency cannot fully guarantee all partners the same high standard of service. As PAIH approaches the implementation of its obligations with great care, a decision was taken to limit the number of signed agreements to Presidential Cities.

The Polish Investment and Trade Agency’s obligations under the agreement:

  • training employees delegated by the City to deal with investor service, preparation of investment offers, promotion of the City's investment offer;

  • providing Patronage over previously agreed promotional events on economic topics, corresponding to PAIH’s scope of activity, which the City organizes (on each occasion the consent of the Agency's Management Board is required);

  • as far as this is possible, PAIH will transfer the investment and economic offers prepared by the City to investors and foreign partners, on the basis of equal treatment of all local Governments.

Under these agreements, the Cities are obliged to:

  • create and updating a list of their regional greenfield and brownfield investment sites, as well as available office space and make this information available to PAIH;

  • creating and updating a list of data by economic sector and a database of enterprises - exporters operating in the city;

  • collecting statistical data about the City, according to PAIH’s standards;

  • joint service of investment projects in the City conducted and indicated by PAIH;

  • preparing and submitting reports to PAIH ,which have been prepared on the basis of the above data, where PAIH may indicate the form and scope of information to be included in such report.

The aim of the partnership agreement is to strengthen cooperation for economic promotion and attracting foreign investments to municipalities.
