Poland facing aviation
Poland offers a highly educated engineers, suppliers, support and experience in the aviation industry - such are the conclusions of the conference on the aviation sector, which took place on March 26th in PAIiIZ.

- In recent years, we have witnessed Poland to become a sub-supplier of all that is necesarry for the aviation industry - said President Sławomir Majman opening the conference.

- Between 2007 and 2012, PAIiIZ closed 8 foreign investments in the aviation sector with a total value of EUR 187 million, which created 1,268 new jobs - summed up Adam Malecki, Deputy Director of the Foreign Investment Department. - It would seem that it is not much, but it must be remembered that the projects in the aviation industry represent a small percentage, around 1% of all investments in the world, and Poland is one of the leaders in this respect - he emphasized. According to FDI Intelligence, Poland was in 2011, the sixth best location for investment in aviation in Europe.

- Currently, in the Agency’s portfolio are 4 aviation investments - is about 400 jobs - revealed President Majman.
Wojciech Łuczak, Vice President of "Altair" Aviation Agency, sees the attractiveness of Poland to the aviation sector in good preparation of the modernization programs as well as human resources. - The aviation industry requires highly specialized staff. The staff does not grow on trees. This staff needs to be properly educated. - he said.

Thomas Krążyński - General Director of VacAreo Kalisz said that while at the beginning the plant manufactured according to the Canadian technology, now uses its own solutions and technical vision. - Aviation is a long-term process of building structures and links between business, universities and suppliers. We have built a structure that allows to create final product: from research through development of technologies to build the engine - he said.

Paweł Poncyliusz, Board Member, AvioPolska announced that the company plans further investments in Poland. - Avio has decided to invest in Poland because it comes from a Fiat family, so the company followed the Italian investments in the automotive sector. Silesia has a lot of competent engineering staff, communicating in foreign languages, including Italian, which could be adapted to Avio technology products.

- All of Poland, not only the Aviation Valley, has a chance to become a leader in the aviation sector in Europe. - said Ivan Valcuende, Board Member, EADS PZL Warszawa-Okęcie.

The meeting was attended by representatives of companies operating the aviation industry in Poland and institutions related to the sector.

Poland and Hungary discovering each other
Poland and Hungary have often competed for obtaining the investments. However, they can now cooperate in terms of investments in third markets - said President Sławomir Majman during "The Poland - Hungary Economic Forum".

Economic Forum attended by the presidents of both countries took place on 22nd of March in the building of the Ministry of Economy. The Polish President Bronisław Komorowski gave a positive opinion on bilateral trade, emphasizing that the turnover is mainly made by small and medium-sized enterprises. - This proves the entrepreneurship of Polish and Hungarian companies and that good contacts are continued in business ventures - he added.

The Deputy Prime Minister, Minister of Economy Janusz Piechociński pointed out that Poland and Hungary together with other countries of the Visegrad Group in the last five years have reached 2.6 percent growth while the euro zone only 0.5 percent.

The PAIiIZ’s President referred to the frequently undertaken subject concerning missed opportunities in economic cooperation between the two countries. - Countries of the region have always been more oriented towards the West than towards each other. Let us not forget that for the last 20 years, we and our Hungarian friends were very busy, had been building a free-market economy, entered the European Union, strengthened our position in Europe. Only now, when we are beginning to feel more comfortable, we are beginning to look around and see our neighbors. We are at the stage of exploring each other - said Sławomir Majman

- Do not rush the statistics. There won't be significantly more investment, if we do not stabilize the economic situation. Feverish moves in this area will give a little - PAIiIZ President emphasized, adding that currently the most effective, although probably not the fastest way to stimulate investment is to promote the economies of both countries. - We know more about the Western European markets than about the Hungarian market. The strengthening of the promotion, sooner or later, will spur investment - he added.

According to the President Majman both countries should now focus on cooperation in third markets, such as China, Africa. - This is the place where the whole Central Europe is only a small spot on the economic map. There is a place for cooperation between investors from our countries, and not for competition. (PAIiIZ)

INVESTMENTS IN POLAND

300 jobs to be created. Alteams Group in Lębork.
Alteams Group, the world leader manufacturer of aluminium components for communication networks and mechatronics, will locate its new factory in Lębork, Pomerania. The investment project was conducted in cooperation with PAIiIZ.

Targeted net sales after the next few years is expected to reach EUR 30 million a year employing 200-300 people. Total investment will be around EUR 15 million.

The factory will be set up within the first half of 2013 and Alteams’s objective is to be on-line by summer 2013.
Alteams Group has manufacturing locations in China and India to serve the Asian market as well as in Finland for Scandinavian market. To improve support in Europe the company has made the decision to establish a high pressure die casting (HPDC) factory in Poland. This step is to strengthen Alteams’s global presence and improve the company’s competitiveness as a local supplier in the European market.

- One of the main cornerstones in Alteams Group strategy is to be a ‘Global Partner with local commitment’ serving our customers. In practice, we wish to support our customers wherever they need aluminum castings. Our customers of Communication Networks, in particular, have relocated their manufacturing operations closer to their major markets. At the same time, there is increased demand for a close by local supply chain serving these areas. Local presence is necessary to provide increased flexibility, shorter lead times, and lower total cost - says Asko Nevala, the President of Alteams Group.

In Lębork Alteams Group will produce assembly ready aluminium casting components for communication networks equipment and for other advanced applications. Customers for these high tech components are companies like Ericsson and NSN. Most of the production done in Lębork will be exported but there will be deliveries to EMS companies in Poland too.

Poland was chosen as the ideal geographical location with regard to Alteams’s European customer base. Additionally cost competitiveness, availability of technical resources and local supplier network e.g. for electrolytic plating were important factors in this decision.

- Recent reports on the world manufacturing trends show that more and more European companies tend to choose near shore locations for their new projects. Local suppliers, high effectiveness, short delivery times, proximity to customers and end markets - these are the factors that encourage key decision makers from Western Europe  to locate their manufacturing projects in Central and Eastern Europe. The investment of Alteams Group is a perfect example of this trend. And I am very glad that Pomerania is a part of it - comments Mieczysław Struk, the Marshal of the Pomorskie Voivodeship.

Alteams has been supported by Invest in Pomerania. The initiative helped the investor at site selection process and facilitated contact with local authorities. In order to convince Alteams to stay and invest in Lębork, the city authorities passed on indispensible regulations to exempt from property tax the buildings where new jobs should be created.

- The project is a big chance for Lębork as it shall activate the local labour market. Alteams is another foreign investor that has appreciated our town and I believe that not the last one - adds Witold Namyślak, the Mayor of Lębork. (Invest in Pomerania)

Investments vs. Environment
What will bring to investors the amendment to 2011/92/UE Directive on the assessment of the effects of certain public and private projects on the environment? Polish Information and Foreign Investment Agency (PAIiIZ) in collaboration with PwC organize the conference on this issue on April 16th.

The idea of the conference is to prepare recommendations of environment associated with the implementation of foreign investments to the public consultation conducted by the General Directorate for Environmental Protection.
Amendment of Directive may mean for investors among others:

  • the need to carry out EIA by accredited experts (professional non-existent at the moment);
  • prolongation of social consultations;
  • extending the time of issue of screening decision, reducing the possibility of supplementing the reports by investors;
  • the need to prove the lack of impact of the project on climate change, when in Poland, there is no analysis of this kind;
  • the need to analyze by investor the impact on so-called related policies such as the Water Framework Directive.

As a result, the EIA also will be extended and become more costly, and time of entry into force of the amendments may even cause paralysis of the issue of environmental decisions. During the conference the discussion among experts and investors on how to avoid such a situation and the desired solutions will be taken. Panel members also will try to find an answer to the question of how a directive change may impact on  implementation of EU funds.

The conference will be held on April 16, 2013 at 11.00 am at PAIiIZ’s Information Centre. To confirm your attendance please contact: agata.mezynska@paiz.gov.pl (PAIiIZ)
