What Poland offers investors and what can be improved
According to investors active in Poland, the vocational training, tax law as well as Government Procurement Law - those areas of Polish investment landscape should be improved. The opinions of companies investing in Poland have been analysed and presented by PAIiIZ in an annual report entitled “Barriers for Foreign Direct Investment in Poland”.

In investors’ opinion, not the level of taxation but the fact that law is too complicated and often ambiguous, makes the real barrier in Polish tax systems. What was pointed out, is for example equivocal regulations regarding: the access to company’s cars by employees, loss account or defective definitions in local taxes and fees acts. Also the lack of ability to create VAT groups and too long terms for a VAT refund were defined as significant obstacles. “It is the next year we are forcing the new regulation avoiding double taxation with Taiwan. The lack of such law makes Taiwanese investments in Poland almost impossible”, PAIiIZ president Majman commented presenting the report.

The report shows that also the Government Procurement Law is challenging for investors.

INVESTMENTS IN POLAND

Two projects in two weeks
In the first two weeks of 2016, PAIiIZ completed two investment projects with a total value of €51.2 m which will create 675 new jobs. The Agency also acquired four new projects, which joined the list of PAIiIZ ongoing investments.

Currently, the Polish Information and Foreign Investment Agency (PAIiIZ) runs 185 projects with a total value of nearly €4.2 bn, which in the future may lead to the creation of nearly 38,000 jobs.

The largest group of the Agency’s portfolio consists of companies from the United States. The total value of 45 currently supported American investments amounts to EUR 442.8 m, while expected employment is 8,519 people. Germany is on the second place, followed by investors from France and Japan. In terms of sectors, the BSS dominates. The second is automotive industry. (PAIiIZ)

Solaris with contract reaching €110 m
Solaris won the tender for supplying Italian public bus provider Cotral with 300 intercity busses. The contract is said to be one of the biggest, this Polish company has ever signed.

Within a year, Solaris is to complete the first part of the order covering 122 buses. Next buses will go to Italy during four years. The framework agreement signed with Italian public transport company is worth €110m. (Solaris)

JLR Supplier Days
PAIiIZ invites automotive companies to participate in the Jaguar Land Rover (JLR) Supplier Days, scheduled for March 2016 in the Heritage Motor Museum in Gaydon, UK. The event is related to new JLR investment in Central and Eastern Europe.

The invitation is addressed to automotive enterprises active in Poland with no present and past business relationship with JLR. Every participant must meet the following criteria: to be a Tier 1 or Tier 2 supplier; to have ISO/TS 16949 certificate and to have annual revenue above GBP 5m.

Companies interested in taking part in the event are requested to fill in application form and to send it to: dariusz.duda@paiz.gov.pl by 5 February 2016.

Towards Israel
Silesia Chamber of Commerce invites Poland-based companies to join economic mission to Israel that will be held between 6-11.03.2015.

The mission will include B2B sessions in Tel-Aviv and Jerusalem with Israeli companies. The meeting will be arranged on request of Polish companies (to do that, please fill in the application form). There is a possibility to get up to 50% of co- founding of the participation in the mission.

Polish - Croatian Economic Forum
Consulate of the Republic of Croatia invite companies to Polish - Croatian Economic Forum. The event will be held on 19 January 2016 at 10:00 at the Regional Chamber of Commerce in Katowice (ul. Opolska 15).

During the Forum, business opportunities and benefits will be presented by specialists and market experts mainly for small and medium-sized Polish companies in Croatia.

Gulf Industry Fair in Bahrain
Trade and Investment Promotion Section of the Polish Embassy in Abu Dhabi invites Polish companies to promote their products at the Polish national stand during the Gulf Industry Fair in Bahrain, held from 9 to 11 February 2016. The access on the stand is free of charge.

The offer is addressed to Polish companies operating in the following sectors: energy and the environment, the shipping, industrial processes and processing, metallurgy, steel and aluminium production and industrial logistics.

Poland 8th in GWEL
According to the recent Global Women Entrepreneur Leaders (GWEL), Poland is one of the best countries in the world for interpreting women and female senior managers. It has been placed as the eight just after such strong leaders as: US (the number one), UK, Canada, Australia, Sweden, UK, France and Germany.

Poland is said to be one of the top-scoring countries in the study, and described as an innovation-oriented business environment, favourable for business startup and growth. As the authors argue, Polish women enjoy the same access to education, the internet, and SME training programmes. Poland also has the highest average scores for potential female entrepreneur leaders. Bloomberg Innovation Index
Poland jumped to the 23rd place in Bloomberg Innovation Index 2016 that measures the most innovative economies in the world.

There has been a significant change on the podium in this year’s Bloomberg Innovation Index. The first place has been maintained by South Korea, ‘the country that puts a lot of money toward developing new technologies and produces its fair share of the world's engineers’, Bloomberg writes. The second is Poland’s western neighbour - Germany that jumped up from the third position, while the third is Sweden. This Scandinavian country outclassed Japan to the fourth place of Bloomberg Innovation Index.

Also Poland made a progress by two steps y/y and leaving all Central Eastern Europe neighbours far behind. So did the country with such global players as Italy, Spain or Hong - Kong. The report shows that Poland’s improvement in implementation of innovations is due to development of R&D intensity and research concentration.

Bloomberg Innovation Index measures 200 global economies is such areas as R&D intensity and concentration, productivity, tertiary efficiency or patent activities. (Bloomberg)

The European Capital of Culture moved to Wrocław
From the half of January 2016, the capital city of Dolny Śląsk holds the official name of the European Capital of Culture 2016. About 120,000 citizens, 1,300 artists, 200 choristers and 300 cyclists took part in the "Awakening of Wrocław”- the Opening Ceremony of the European Capital of Culture 2016. The ECoC title allows the promotion of the cultural life of Wrocław, Dolny Śląsk province and the whole country.

Wrocław 2016 - European Capital of Culture projects consists of over 1,000 cultural events, as well as social, cultural and educational programmes. Among the top events of the programme there are: concert of Ennio Morricone scheduled for February or the guitarist and co-lead vocalist of Pink Floyd, David Gilmour’s, performance few months later. April starts with a special edition of the Jazz On the Odra Festival, directed by Leszek Możdżer. In the spring, Wrocław also holds the role of the UNESCO World Book Capital City. In June, one will have the opportunity to join a spectacular opera The Spanish Night with Carmen - Zarzuela Show.

In Autumn, the Olympics Theatre will gather all to present its most outstanding performances. In December, we will witness a great cinema celebration - the ceremony of the European Film Awards. Traditional festivals organised in Wrocław will have their special editions as well, including Brave Festival, Avant Art Festival (“Japan”), American Film Festival, Stage Songs Review and Good Book Fair.

European Capital of Culture is a title given to cities chosen by the European Union since 1985. All of them must follow the same conditions: emphasis on European values and cultural activities promoting the city and region.

Wrocław is the European Capital of Culture along with San Sebastian (the capital of the region of Guipuzcoa in the Basque Autonomous Community). (Wroclaw2016.pl)
