Bielsko Aviation Technology Park


Bielsko Technology Park – Aviation, Enterprise and Innovation is a company that manages co-financed by the European Union (within the Sectoral Operational Program - Increase the competitiveness of enterprises and innovation by strengthening the business environment institutions, Measure 1.3 Creation of favorable conditions for enterprise development) project under the name: „Aviation Technology Park - innovation, cooperation, development”, located near coal mine KWK „Brzeszcze-Silesia Ruch II” in Kaniów. Project participants are local government, represented by Powiat Bielski (Bielsko County) and private investors.

Bielsko Aviation Technology Park was built at express pace – it only took 18 months from the date of signing the contract with the Polish Agency for Enterprise Development in Warsaw. The area on which Park was built was heavily degraded, used for many years as a slag heap of a nearby coal mine, and was practically a wasteland. Due to heavy exploitation by the mining industry, any attempts at utilizing this land required through rehabilitation, and that’s what has been done. Park was created on a 18 - meter embankment on top of a rehabilitated post-mining slag heap. On June 30, 2008 the construction of the Park was completed. Opening ceremony took place on September 11, 2008.

Bielsko Aviation Technology Park in Kaniów has the infrastructure necessary for aircraft brand companies development, including over 10 000 m2 modern production halls and hangars, asphalt runway (length of 700 m), taxiways, parking lot, parking space for aircrafts, petrol station offering JET A1 and AVGAS fuel and air traffic control tower with office facilities and professionally equipped conference room.

LOCATION

Bielsko Aviation Technology Park in Kaniów is very comfortably situated and communicated – it is located near road no. 1 which connects south of Poland with northern area of the country (Baltic Sea Coast), and A4 Highway connecting western and eastern parts of Poland.

In the area of Bielsko Aviation Technology Park and in surrounding areas Silesian Centre of Science and Technology of Aircraft Industry will be created. The project assumes developing premises base and equipment of laboratories carrying out research and development works in composites and in aircraft technology. Experimental and commercial base for composite materials will be also created within the Centre.

The plant of composite materials for aircraft industry will be created – in this area we invite for cooperation enterprises from all industries in which composites can be used.

Bielsko-Biała and  Czechowice-Dziedzice are one of the most industrialized areas in Poland, located in Upper Silesia Industrial Region, with traditions and experience in aircraft and automotive industry going back to the beginning of the XX century. There is an excellent and knowledgeable work force and universities of technology that cooperate with aircraft and automotive industry.

Park is located about 80 km from Kraków, 50 km from Katowice, 20 km from Bielsko-Biała and 40 km from the southern border of Poland. Proximity of international airports in Katowice-Pyrzowice, Kraków-Balice and Ostrawa should be also considered as advantages for potential investors and manufacturers. With its own airstrip, travelling to the capital of Poland (Warsaw, located 350km from Kaniów) will only take 1.5 hour.

BIELSKO AVIATION TECHNOLOGY PARK INFRASTRUCTURE

On Bielsko Aviation Technology Park premises production, service, training, research and experimental activities within aircraft industry can be developed. Park develops training base, which will be gradually expanded. Park posses splendid place with excellent facilities and human resource potential in production and science (cooperation with Silesian Universities), allowing to develop aircraft industry in innovative way.

We offer the possibility of renting insulated production halls (2500 m2 each). All hangar halls were built in Borga System. Borga has developed a unique building concept, built on latest technology. Their building system helps to minimize total building costs and save on maintenance costs in the future. Borga halls are designed to withstand all weather condition including harsh winters with heavy snowfall (www.borga.com). Halls built in the Borga system, without internal support, give great opportunities to adapt and adjust to the needs of tenants. Each hall has arranged access and entry gates on both sides. The whole area of the park is fenced off and protected by professional security staff.

We offer very favorable conditions for the rental of the region's most modern halls with the possibility of price preferences for the period of halls adaptation to the needs of tenants.

Bielsko Aviation Technology Park also has developed areas for investments, in which aircraft industry companies and companies working for aircraft equipment can be localized. 30,000 m2 of additional production halls, warehouse and hangars can be build on adjacent areas of the park (10,000 m2 of additional production space will be built in the near future). There are practically unlimited possibilities of investing in all branches of business.

HANGAR HALLS

There are four production and hangar halls. Usable floor space of each hall - 2560.8 m2.

  • Steel spandrel beam construction, single-nave
  • Frame’s span - 36 m

  • Ridge height - 7.9 m
  • Bearing frames - every 6 m
  • The fundaments are made of two reinforced concrete footings 0.6 m high and 2.5 m wide, with reinforced concrete braces 0.3 m by 0.6 m and reinforced concrete floor plate 0.2 m thick, made of B20 concrete
  • Sliding double doors, external, in gable walls 4.5 m high and 13.5 m wide (one of the halls has 16 m wide doors)
  • Internal sliding double doors between the assembly hall and the hangar
  • Three 1 m wide entrances, including one for the offices
  • Two windows in the office area
  • Roof and wall covering made out of steel sheet with internal 15 cm mineral wool thermal insulation

  • An arched skylight was inserted in the ridge running along the hall, made of polycarbonate, 3 m wide and 72 m long
  • Lighting system is designed to meet production requirements
  • Electric power through a 15 Kv cable network
  • Powered with underground cables yAKy 4 x 120 mm2 from a 400/230 v RGN switchgear
  • Every hangar hall has its own separate living area with restrooms and shower facilities

CENTRAL HEATING

  • Radiator heating in offices
  • Walls and roof - fire proof class E1 60
  • Fire alarm - 20 isotope smoke detectors DIO and 20 optical smoke detectors DOR in each hall
  • The detector’s alarm turns on light and sound signalization at the control tower hydrants - 4 interior and 6 exterior, surrounding the halls

AIR TRAFFIC CONTROL TOWER

  • Two fully functional office and administration floor
  • A superstructure above the second floor functioning as a control tower
  • Boiler room in the basement

  • Asphaltic concrete surface made of two layers of asphaltic concrete and foundation layers made of mechanically stabilized aggregate
  • Longitudinal slope - from 0.3 to 0.7 %
  • Roof cross-section with a slope of 1.5 and 2%

  • Navigation lights along the runway allows for landing from both sides

FILLING STATION

  • decision of the President of the Polish Air Navigation Services Agency (PAŻP), dated 16.05.2008, the ICAO EPKW four-letter code was assigned to the landing strip Kaniów.
  • decision of the President of the Office of Electronic Communications (UKE), dated 29.07.2009, No DZC-ZRL-51320-29/08(3), BPTLPiI received permission to use the radio station in aviation radio communication PPB 438/08, radio frequency: 136.425 MHz.
  • decision of the President of the Energy Regulatory Office (URE), dated 30 January 2009, No OPC/17771/W/OKA/2009/AM, the company obtained license to trade aviation fuel.
  • Decision of President of the Civil Aviation Office (ULC) of 23 February 2009, the company received a certificate along with the specification No PL-CTO-141/2009 and provides aviation training services.
  • Decision of President of the Civil Aviation Office (ULC) of 22 February 2009 , No PL/FTO-141/2009 the company has obtained a certificate of approval of the Aviation Training Center for training pilots and provides ultralight aviation training services.

ADDITIONAL ACTIVITIES TO BPTLPiI PROJECT

  • Construction of the Silesian Center for Science and Technology of Aviation Industry Ltd.

The main shareholder of the project is the Upper Silesian Agency for Enterprises Restructuring in Katowice. In addition, the project is supported by the Bielsko County Government and City of Czechowice-Dziedzice. The project aims to build an occupational base and equip it with necessary machinery and equipment allowing to carry out scientific-research works in the area:

    • Use of composites in the aerospace industry
    • Endurance testing of complete structures
    • Preparation of technical resources to perform construction work on composites
    • Prepare the base for the training center and research.

The creation of research center of international importance will allow to complete orders from large, foreign aviation manufacturers. It is also an important factor to increase production by Polish companies in the aviation industry by improving their innovation and productivity by enabling them to test composite materials using the highest quality equipment. The center will also constitute a training base for students and academic staff (regional and nationwide).

  • ORKA aircraft - construction of a twin-engine light aircraft, certified by the Aviation Plant Margański & Mysłowski(Zakłady Lotnicze Margański & Mysłowski). It is possible to locate the construction of the airplane "ORKA" in BPTLPiI in one of the hangar halls.
  • collaboration with other aviation projects - Aviation Engines Plant – Kalisz (Zakłady Silników Lotniczych- Kalisz ). The company with great potential for innovation in the aviation segment of the light and ultralight). The company is pursuing a research project (worth about 50 million PLN), which if successful would have the effect of the production of aircraft engines for small planes. Cooperation could include the creation of service center for these engines in Kaniów, with the exception of major repairs to be performed in Kalisz.
  • creation of an Aviation Training Center in Kaniów for professional and general aviation, based on cooperation with public and private sectors.

CURRENTLY IMPLEMENTED PROJECTS

”Initiating innovative business ventures exploiting the potential of light aviation”.

This project aims to create conditions of financing projects on the market of new products and services. This project will lead to search, explore and implement 10 most innovative projects which use the results of scientific research and business ideas.

Description:

„Construction of investment support system - the future of industry”.

Establishment of sustainable, multi-company structure focusing its efforts on:

  • Searching for innovative projects
  • Organizational preparation
  • Financial injection by members of the structure
  • Preparing and supporting networks cooperation between private investors and the research and development centers
  • Project is complementary to Operational Programme - Innovative Economy (POIG), Priority 3.1.

Operational Programme - Human Capital, Measure 8.1.1 Project value: 826 116 PLN

Description:

“English with flair! Enhancing language skills to meet the ICAO Level 4 requirements by persons working in Silesia region”.

The project aims to meet the ICAO requirements in the aviation English skills (at least at the operational level) for the 266 working adults employed and/or living in Silesia region, (from 31.12.2011). Objective will be achieved through the implementation of the detailed goal: the acquisition of new or increase of the aviation English skills. The target group of the project consists of the workers and employees of the aviation and other industries, who use/or are planning to use aviation technology in their work and also people who are planning to apply for a pilot license or other aviation-related certification in the future.

PLANNED PARK DEVELOPMENT

Planned development of the Bielsko Aviation Technology Park:

near future:

  • To extend the runway by about 400m to the length of approximately 1100 m
  • Addition of another landing strip (grass) primarily intended for gliders, sky divers and helicopters
  • Adapting existing runway to 24/7 year-round operation through the installation of GPS system
  • Locating new, innovative companies in the Park

distant future:

  • Creation of seed / venture capital fund (valued at 10-12mln PLN)
  • extending the runway to about 1500 -1600m for the type ATR-42 aircraft and using ATRs in charter flights
  • Air Taxi Service.
