Pomerania attracts investors

Pomerania has for years successfully been attracting foreign capital through educated staff, its strategic location, sectoral specialization and availability of office space.

A conference which summarized the region’s investments and its attractiveness took place on September 27th, 2011 at the headquarters of DCT Gdansk. Sławomir Nowak, State Secretary at the Office of the President of Poland was the special guest of the event. Among the speakers were: Head of the Pomerania Executive Board Mieczysław Struk, President of the Pomerania Development Agency Łukasz Żelewski, President of the Pomerania Special Economic Zone Teresa Kamińska, Deputy Director of Foreign Direct Investment Department at PAIiIZ Monika Słomka, President of InvestGDA Alan Aleksandrowicz and Managing Director of DCT Boris Wenzel. The conference was chaired by PAIiIZ President Sławomir Majman.

Aleksandrowicz and Managing Director of DCT B. Wenzel

Last year the Polish Information and Foreign Investment Agency closed 58 investment projects. Out of all the projects 8 i.e. 13.8% were located in Pomerania. The projects were jointly worth EUR 273.82 million what accounts for 28% of the value of all PAIiIZ projects in 2010. The projects have created or will create 1072 jobs (10% of all the jobs PAIiIZ projects generated last year). Among the investors who decided to run business in Pomerania and cooperated with PAIiIZ in the development of their projects there were: RollsRoyce, Sony, Geoban, Goodman and Sea Invest.

Pomerania is attractive to a wide range of investments. For the energy sector, beyond the possibilities of investment in conventional energy, nuclear and renewable sources of energy open up new perspectives in connection with shale gas. The region is located at the very junction of Pan-European Transport Corridors and on the shores of the Baltic Sea what creates perfect opportunities for the development of projects which require good transport and logistic conditions. The ports of Gdańsk and Gdynia are the largest marine trading ports in Poland, and are among the largest in the Baltic Sea. In fact, DCT Gdańsk in just three years attracted the world's largest container ships, and created the foundation to make Gdańsk the marine gateway for the whole of Central and Eastern Europe. Moreover, the region has a relatively high availability of specialists in finance, IT and engineering as well as logistics.

Besides the natural pro-investing conditions of the region, investors in Pomerania can count on support from managers of the project Invest in Pomerania, a pro-investor initiative created by key regional local government institutions. It is the combination of all the factors that places the region high on the investors’ agenda. (PAIiIZ / Invest in Pomerania)

INVESTMENTS IN POLAND

New symbol of modern Szczecin

Hanza Tower, www.hanzatower.pl
28 floors, 125 meters high, 33,000 sq meters of space, including more than 20,000 sq metres destined for offices - Hansa Tower will be Szczecin’s newest office building.

The investing company - J.W. Construction, wants the building to provide its clients with high-end offices, modern meeting rooms, fitness centres, a top floor restaurant, a roof terrace, an exclusive shopping centre and an underground parking for 400 cars. The new office centre will become a part of a historic building which used to be a seat of a well-known factory "Dana". Now the old part of the building will be revitalized and will host a five-star hotel. The concept of the combination of old and modern concepts was prepared by Laguarda Low Architects LLC from Dallas. Construction costs will exceed PLN 200 mln. The project is expected to be finished in two years time.

While the building’s shape resembles a ship’s sail leaning towards the Oder, its name refers to the splendour of the medieval Hanseatic League. In fact, Szczecin was one of the league’s fastest growing cities. The name was chosen to emphasize the direction of changes which have been taking place in Szczecin as the building is expected to become the city's new symbol. (www.hanzatower.pl)

ANALYSES AND REPORTS

Special Economic Zones after 2020

The Ernst & Young report: "Special Economic Zones after 2020 - analysis of the SEZ up to date activity and consequences of their future functioning" was presented on September 28th, 2011 at the Ministry of Economy.

The Report, which was prepared by a team led by Paweł Tynel - Director of the Grants and Incentives Advisory Services at E&Y, presents the influence Polish SEZ have on economic condition of regions and puts forward solutions concerning the functioning of SEZs after 2020. Entrepreneurs’ opinions concerning the functioning of the zones were gathered in a survey conducted among 215 companies active in all 14 zones in Poland. The companies were active in all the major sectors of the economy.

Since the establishment of the first SEZ in Poland, i.e. 1995 the managements of the zones issued 1354 business activity permissions. The joint value of investments developed within the SEZs totalled PLN 73.2 billion and the number of new jobs created thanks to the projects reached 167,141.

The E&Y analysis proves that regions which host a special economic zone have on average a lower unemployment rate - from 1.5 to 2.9 percentage point and higher GDP 3.9% - 7.5%.

The survey shows that over 50% of the investors who have currently been running business in the zones do not consider establishing new projects if the zones are to exist only by 2020. At the same time the percentage of those who declare to start new projects should the zones exist after 2020, reaches 81%. As many as 96.7% of the surveyed named the CIT exemption as the major advantage which encouraged them to locate their business in a SEZ. Extension of the activity of the Special Economic Zones in Poland would also send a positive signal to investors who consider entering such a zone now. 9 years i.e. the time which is now left till 2020, do not guarantee that all the incentives offered by the SEZ will fully be used by new investors.

The European Commission should not hamper attempts to extend the time of SEZ functioning beyond 2020 if the idea behind zones complies with the common EU regional policy and the regulations in the zones do not violate regulations concerning common regional aid.
