Multi-annual programmes for new investments

On December 22nd, 2009 the Council of Ministers adopted 8 resolutions concerning the establishment of multi-annual investment support programmes. In the frame of the programmes companies declared to invest PLN 1.3 billion and to create 2,400 jobs.

MTU Aero Engines Polska will receive PLN 12.5 million from national budget. The company will also benefit from CIT exemption. In Tajęcin by Rzeszów the company plans to create a production-research-service centre for the production of aviation engines and engine components. MTU declared to invest over PLN 258.3 million and create 418 jobs.

Thanks to the support of PLN 14.7 million from the national budget Fiat Powertrain Technologies Poland will strat production of small petrol engines in Bielsko Biała. New solutions which are planned to be introduced in the facility will enable the company to considerably reduce production-connected CO2 emission. The company will create 400 workplaces and will invest PLN 673.2 million. The investor is also entitled to CIT exemptions which would cost the company PLN 38 million.

Support of PLN 1.4 million will be allocated to the investment managed by Fujitsu Services Poland. The project assumes the creation of a Technical Support and Client Service Centre in Łódź - which will be one of major European centres providing services by phone and via Internet for the company's clients. Fujitsu will invest PLN 5 million and employ 450 people. Additionally, thanks to co-operation with other companies in the region, the investment’s neighbourhood may see further 45 jobs created.


Robert Bosch in Warsaw will be granted PLN 1.1 million and will open a Center for Research and Software Development, which will be creating manufacturing solutions for Bosch Group production facilities, both in Europe and worldwide. Investor declared to invest over PLN 1.3 million and generate 117 jobs.

The state budget will also allocate PLN 2.4 mln to Steria Poland, which intends to create in Katowice a Global IT Processes Support Centre. The centre will deal with infrastructure monitoring and remote IT operation management. Steria will invest PLN 1.4 million and create 250 workplaces. Additional 25 jobs may be created in the region due to the supported project.

In Tychy a German company Ford Werke, in co-operation with Fiat, will start production of Ford Ka and Fiat 500. The new Tychy-based plant will offer employment to 800 people who have currently been working at Fiat’s facility. The number of jobs which may additionally be generated by the project is estimated at 2.4 thousand. Investor declared outlays of PLN 315 million. Support from the state budget will amount to PLN 16.7 million.

State Street Services (Poland) will receive PLN 1.8 million for an investment project which assumes creation of a Business Process Support Center in Karaków. The centre is to provide comprehensive services in the field of accounting (funds and their valuation). The company will invest PLN 10.5 million and employ 334 workers. At the same time thanks to the co-operation with other companies in the region, the investment may help develop 34 new workplaces.

The last of the 8 resolutions concerns the establishment of a multi-annual program for UniCredit Business Partner Socjeta per Azioni in Poland and BA-CA Administration Services in Poland. In Szczecin the companies will open an Expertise Centre which will provide services for the countries of Central and Eastern Europe under the shared services centre scheme. The new facility will assume, formerly provided by other facilities worldwide, UniCredit Group’s research activities which relate to credits and customer loans. In order to help the facility successfully fulfil the plan, the Expertise Centre will be granted PLN 2.7 million from the state budget. The Centre is assumed to cost PLN 18.5 million and provide 435 workplaces. (Ministry of Economy)

New investors in special economic zones

The decision to incorporate new areas to the Starachowice and Łódź SEZ was taken by the Council of Ministers on January 5th, 2009. Thanks to the enlargement employment in both zones will increase by 800 new jobs and new companies will jointly invest over PLN 207million.

The new regulation will enlarge Łódź SEZ’s area by around 20ha what will make it possible to run two new projects by Business Support Solutions in Łódź and Ceramika Paradyż in Opoczno.

Business Support Solutions, a company active in the field of finance and accounting, declares to hire 220 people and invest PLN 0.6 million. Tiles producer, Ceramika Paradyż, wants to invest PLN 20 million and give employment to 30 people. The Ministry of Economy estimates the enlargement of the Łódź zone should in the coming years help create 615 jobs in the SEZ and further 154 which may indirectly be connected with the change of the zone’s borders. The expected jobs are of significant importance for the local job market.

According to the new regulation, additional 15ha located in Ostrowiec Świętokrzyski will be incorporated in the Starachowice SEZ. It is estimated that the new area will allow the creation of around 190 workplaces in the SEZ and further 50 in the neighbourhood. The January regulation covers also the incorporation of a small land area in Puławy without which the completion of an Air Liquide Polska investment, already in progress, would not be possible. Merger of the Ministry of Foreign Affairs and the Office of the Committee for European Integration

January 1st 2010 in pursuance to the Act on the Committee for European Affairs comes into effect merger of the Ministry of Foreign Affairs (MSZ) and the Office of the Committee for European Integration (UKIE). The Act provides for the dissolution of the Office of the Committee for European Integration which is thus replaced by the new extended Ministry of Foreign Affairs.

Accordingly, the Foreign Minister assumes the responsibility for Poland’s membership in the European Union. Nevertheless, the role of the new MSZ Secretary for European Affairs remains of key importance.

The new Foreign Ministry will play a crucial part in coordinating and handling foreign relations at bi- and multi-lateral levels. For all units operating under the Foreign Ministry both in Poland and abroad more activities mean greater responsibility. (Ministry of Foreign Affairs)

New opportunities to file tax return via Internet

Starting from January 1st, 2010 new regulations inaugurated by the Ministry of Finance allow to submit PIT-36, 36L, 38, 39 (tax returns forms) via Internet.

The new service is also geared towards taxpayers who pay taxes with their spouse. In this case it is necessary for the spouse filing the form to have an official authorisation from the other spouse. The authorisation should be sent in paper form to the taxpayer’s tax office. If the authorisation was issued for an indefinite period, it is valid for next years and there is no need to send paper forms every year.

Users will receive a confirmation of a successful form submission serve as an official proof document.

Every year tax returns must reach tax office by midnight of April 30th. The Ministry of Finance informs that online tax returns should not be delayed till the end of April.

Contest: Polska Pięknieje - 7 cudów Funduszy Europejskich (More beautiful Poland - 7 wonders of European Funds)

The contest aims at selecting the best projects run with the support of EU funds which improved the tourism and cultural attractiveness of Poland. This year the contest started on January 4th.

Among those who are entitled to take part in the contests there are beneficiaries of EU fund who realised tourism or revitalisation projects within the year 2004-2010 and which were co-financed from the European Regional Development Fund, the European Social Fund (ESF) and the Cohesion Fund. Project managers who took part in the contest in the past are also entitled to participate provided they do not file the projects which were awarded in previous years.

There are 7 different categories in which projects will be rewarded: Revitalisation, Historical Monument, Promotional Product, Tourism Complex, Active Tourism, Transborder and International Tourism, Tourism in Rural Area.
Laureates will be announced and awarded during an official gala organised during the 3rd European Funds Forum organised by the Ministry of Regional Development in Warsaw on May 7-8 2010. Laureates will receive a statuette, a commemorative plaque and a diploma. Both laureates and nominated projects will be involved in a promotional campaign in the framework of the “Polska pięknieje” campaign.

INVESTMENTS IN POLAND

Three new companies in the Łódź Special Economic Zone

Three new companies will invest in the Łódź Special Economic Zone. The Łódź companies committed themselves to create at least 52 jobs. Invetsment outlays will reach PLN 12 million.

Liw Care Technology, producer of rehabilitation equipment, will spend at least PLN 5 million on a new facility and create at least 12 jobs in one of the city's districts - Nowy Józefów within the Łódź SEZ’s subzone. The same subzone in Łódź SEZ will accomodate a cosmetics factory built by Delia Cosmetics Distribution which will cost over PLN 5 million. At east 35 people will find employment in the factory.

In the Brójce subzone Dekomal will invest almost PLN 2 million to construct a paint shop which in its initial operation stage will offer job to 5 persons. The paint shop will be the first investment project in the subzone and will provide services to companies producing household appliances which operate in the Łódź SEZ.

Least year saw 20 business activity permissions issued in the SEZ. Investment outlay exceeded PLN 700 million. In total, the projects will create over 1300 jobs and help maintain further 1000. (Łódź SEZ)

McKinsey&Company opens a Knowledge Research and Development Centre in Wrocław

McKinsey&Company confirmed its plans to open a Knowledge Research and Development Centre in Wrocław. The centre will be 4th facility of the kind in the McKinsey Knowledge Centre network. From 35 to even 100 jobs for highly-qualified analysts may be created in the facility. The Centre will start operating this year.

The centre will recruit employees from graduates of, among others, higher education establishments located in Wrocław as well as experienced specialists in a variety of fields. All the employees will receive training in data search and analysis as well as in individual function fields (e.g. pharmaceutics and health care, telecommunications, transport and logistics, automotive issues, operational activities, consumer goods). - The centre will provide services for McKinsey consultants and specialists in Europe and on other continents. - says Jacek Poświata, Managing Director of McKinsey&Company in Poland.

- The McKinsey investment confirms the fact that people constitute the greatest advantage of Poland. Thanks to educated, competent staff we are Europe’s business services centre. The dynamic development of McKinsey in Poland also confirms the favourable climate the country created for investors. Staff recruitment will start on January 12th, 2010, at 1 p.m. at the Wroclaw University of Economics in the P1 and P2 halls. Between 9 a.m. and 3 p.m. visitors will have the opportunity to see presentations and attend meetings introducing the idea of the newly opened center (meetings are open for students from all universities in Wroclaw). Among the special guests who will attend one of the presentation meetings there will be Mr Rafal Dutkiewicz - Mayor of Wroclaw, Boguslaw Fiedor - Rector of the Wroclaw University of Economics and Jacek Poświata - Managing Director of McKinsey & Company Poland.

  • EUR 8 billion of FDI inflow

    According to the latest data published by the National Bank of Poland, FDI inflow to Poland in the first 10 months of 2009 reached EUR 8 billion i.e. accounted for 90% of FDI value in the same period last year.

    Especially favourable looks data available for the period between July and October 2009 when the median monthly FDI inflow exceeded EUR 1.2 billion.

  • Over 100,000 fund applications for EU subsidies

    According to data generated by the National Computer System for Monitoring and Control (SIMIK) 100.5 applications (properly filled in) for the total sum of PLN 232.2 million (both EU and national funds) were submitted since the initiation of the programmes till December 27th, 2009.

    The same period saw 25 786 agreements signed with beneficiaries for the total amount of PLN 97.3 billion of qualified costs (including subsidies from the EU PLN 68.1billion) what accounts for 25% of the allocation for the years 2007-2013.

  • Judging by the submitted applications the value of beneficiaries’ expenses recognised as qualified reached PLN 20.2 billion and in part financed from EU funds - PLN 15.3 billion. (Ministry of Regional Development)

FROM THE REGIONS

University of Life Sciences in Lublin to receive EU support

University of Life Sciences in Lublin will receive PLN 80 million from the Operation Programme - Development of Eastern Poland for the construction of Innovation and Implementation Centre for New Technologies in Agricultural Engineering.

The Centre will be opened in 2013. The new facility will have specialist laboratories which will meet the needs of several university's departments including Department of Applied Mathematics, Landscape Architecture and Management in Agricultural Engineering. The investment will jointly require PLN 90 million.

The project is the second investment realised by the University thanks to EU funds allocated in the framework of the Operational Programme - Development of Eastern Poland. An agreement concerning the financing of the University’s Central Laboratory was signed in March 2009. (Polish Agency for Enterprise Development)

Social moods - a research by the Public Opinion Research Centre (CBOS)

Research "Current problems and events” run by the Centre in 2009 shows a fairly stable balance of social moods.

In the course of the whole 2009 household financial situation was more often assessed possitively than negatively. Less favourable and at the same time less stable were assessmens of the economic situation of the coutry. The most criticised was the political situation.

Definitely less stable than assessments are forecasts regarding various aspects of public and private life in the coming year. Pesimism dominates in prognoses concerning Poland’s political scene. Similarly, forecasts regarding the economic situation of the country are rather not very optimistic. Despite the fact that expectations concerning this aspect of public life improved slowly since February, still the conviction that not much can be changed in the sphere prevailed among the surveyed citizens. In turn, the whole 2009 saw that the most positive opinions were expressed about changes which - in their opinion- take place in their workplaces. It is worth emphasizing that since March 2009 a slight but systematic rise in optimism about respondents’ financial situation has been recorded. (CBOS)
