Consensus and Declaration of the Contact Mechanism for the Investment Promotion Agencies of China and CEE Countries

Based on the China - CEE Countries Bucharest Outline, the Contact Mechanism for the Investment Promotion Agencies of China and CEE Countries is established to promote China - CEE cooperation. During the Contact Mechanism Meeting, consensus is achieved:

I.  The main purpose of building the Contact Mechanism for the Investment Promotion Agencies of China and CEE Countries is to promote cooperation in two-way investment between China and CEE Countries.

II. The task of the Contact Mechanism Meeting is to establish the mechanism, build the communication platform, organize activities and promote projects.

III. Within the framework of the Contact Mechanism for the Investment Promotion Agencies of China - CEE Countries Contact Mechanism Meeting for the Investment Promotion Agencies of China and CEE Countries (hereinafter referred to as “Contact Mechanism Meeting”) shall be held biennially:

1. The representatives of investment promotion agencies from China and CEE Countries shall participate.

2. The Contact Mechanism Meeting shall be held alternately by China and CEE Countries:

China:  Investment Promotion Agency of the Ministry of Commerce

CEE Countries: investment promotion agencies from or certain agencies designated by the 16 CEE countries: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Macedonia, Montenegro, Poland, Romania, Serbia, Slovakia, Slovenia.

3. The Contact Mechanism Meeting will summarize the operation of the Contact Mechanism for the Investment Promotion Agencies of China and CEE Countries and the overall two-way investment promotion work, introduce the latest investment policies and environment of relative countries, exchange potential cooperation information and discuss about the future work ideas and cooperation models to design the key investment promotion activities in the next two years.

IV. The Secretariat will be established under the Contact Mechanism and the way of operation will be discussed and decided by the investment promotion agencies of China and CEE Countries.

V. Delegations shall be sent regularly or irregularly to attend multilateral and bilateral trade and investment promotion activities from 2014.

VI. Each party should facilitate and assist other countries in organizing investment promotion activities.

VII. Each party will work together to promote the Contact Mechanism for the Investment Promotion Agencies of China and CEE Countries to facilitate multilateral and bilateral investment.

Declaration

1.     Secretariats:

Based on the consent of all other 15 CEE countries the Secretariat of CEE countries will be set in Warsaw and the Secretariat of the Mechanism of China - CEE Countries will be set in Beijing (CIPA). The building of Secretariat is only to better service the Mechanism of China and CEE Countries.

2.     Draft Framework of 2015 activities:

  • Annual general assembly in member state;
  • Annual publication on investment climate in China and CEE;
  • Investment Promotion Seminar in China or CEE every half a year;
  • Foreign Investment State Research Program;
  • Quarterly newsletter;
  • Investment coordination on daily basis to proceed with investment promotion and/or project management;
  • Appoint one coordinator per country for daily contact mechanism;
  • Website construction;
  • Financing of event will be undertaken by relevant member states based on will.
