FROM THE EDITOR Dear Readers, Today we write about the development of a foreign investment project in Kostrzyn-Słubice Special Economic Zone and the new EU grants allocated to the Copernicus Science Centre in Warsaw and to Avio Polska, an aviation company which thanks to the aid is bound to realise a very innovative project. Moreover, we encourage entrepreneurs interested in funds granted under national Operational Programmes to contact the PAIiIZ Information Point and to read the recently published application intake schedule (to be found in the News section). PAIiIZ’s editorial team NEWS Investment panel on the XIX Krynica Economic Forum The XIX Krynica Economic Forum will be held from September 9th to 12th, 2009 in Krynica Zdrój. This year’s edition of the most important event gathering politicians, business people, scientists and journalists from the CEE region will see an investment panel concerning FDI acquisition organised.
The aim of the Forum is to create a friendly atmosphere and favourable conditions for co-operation development in the region of Central and Eastern Europe. “European Solidarity - 20 years after revolution” is this year’s motto of the Forum. The Polish Information and Foreign Investment Agency organizes a discussion panel “Investment acquisition in the times of crisis - CEE’s competitiveness” which is to take place on the second day of the Forum. The panel enjoys the patronage of the Foundation Institute for Eastern Studies. The discussion will aim to present investment climate in the region of Central and Eastern Europe and the region’s potential of investment acquisition in the field of the so called new wave sectors. The panel will also attempt to compare investment attractiveness of the region with the emerging markets in Asia (India, China). PAIiIZ invited representatives of the Czech and Hungarian investment agencies to take part in the discussion: Alexandra Rudyšarova- Director General of CzechInvest and György Rétfalviego - President of ITDH. Among other panel members there will also be Ludwik Sobolewski - President of the Warsaw Stock Exchange and Wołodymir Łanowoj - former Ukraine’s Prime Minister. Preliminary panel schedule is available at www.paiz.gov.pl (PAIiIZ) Subsidies from European Funds for the construction of the most modern aircraft engine in the world On August 28th, 2009 the Polish Agency for Enterprise Development (PARP) will sign an agreement with Avio Polska. Thanks to the agreement Avio will officially become a beneficiary of the Operational Programme Innovative Economy (Measure 4.4 New investments of high innovative potential).
The project realised by Avio Polska aims at constructing a production technology line of a module for an aircraft engine GEnx-2B. The new engine will be the most modern device of the kind in the world and is planned to be used in the long distance aircraft family of Boeing 747-8, which is to substitute the so called Jumbo Jet - the biggest passenger aircraft produced by the American Boeing. The overall value of the project hovers around PLN 100 mln. European financial aid should cover PLN 33mln. Thanks to the innovative Project prepared by Polish engineers from Avio Polska and specialists from Polish universities, GEnx-2B will use up to 15% less fuel than the currently used engines and will at the same time be more efficient and generate less noise. The device will enable the whole aircraft to stay in the air 30% longer than it was possible so far, and at the same time cause 30% weaker wear and tear effect thus decreasing the exploitation costs of the whole engine. The project has already been granted the 1st prize in the 12th edition of the “Polish Product of the Future” competition in the category “Product of the future at the pre-implementation stage” and the “eCO2 innovation” prize awarded by the Minister of Economy. The EU funds granted by the Polish Agency for Enterprise Development for the production line will make it possible to start computer production with the use of the most modern world technologies. The line will comprise of several elements, including a laser welding automated system and a numerically controlled multiaxial grinding centres. Thanks to the subsidy the investment will be realised in Bielsko Biała and the Poland-based factory will be granted a long term contract worth over PLN 500 mln to supply modules for the GEnx-2B engine. (Avio Polska) New intake schedule in the Innovative Economy Operational Programme According to the new schedule of the Innovative Economy Operational Programme there have been some changes in the intake of applications in Measure 1.4 - Support for goal-oriented projects and Support for the implementation of the outcome of R&D work, 8.1 Support for business activity in the field of electronic commerce and 8.4 Providing access to the Internet at the ‘last mile” stage.

INVESTMENTS IN POLAND Kostrzyn-Słubice SEZ hosts a new Danish investment An official foundation stone-laying ceremony of the new Hempel paint and varnish factory took place on August 25th, 2009 in Buk (Wielkopolska).
The Danish investor was granted a business activity permissions to operate in the Kostrzyn-Słubice Special Economic Zone in June this year. According to the investment schedule, the new factory should be finished by the end of 2010. The company declared to employ at least 100 new workers. Since the time of its establishment i.e. 1997 the SEZ has successfully been supporting and providing services to Polish and foreign investors. In fact, the zone ranks among the biggest and most dynamically developing Polish zones, both in terms of the invested capital and the area it covers. Between January and August this year the zone issued five business activity permissions. New investors declared to jointly invest almost PLN 118 mln and to create at least 165 new workplaces. Frigo Logistic opens a logistic centre in Poznań The official opening of the Frigo Logistic centre will take place in Radomsko on Friday, August 28th, 2009.
The ceremony will be organized in accordance with Japanese protocol. The Japanese Frigo Logistics forms part of Nichirei Logistics Group - a leading operator in logistic solutions for products which require controllable temperatures. Frigo located its new logistic centre in Radomsko sub zone within the Łódź Special Economic Zone. The Łódź SEZ has a very good location and is well-communicated. The zone offers attractive investment lots, comprehensive investment service and the opportunity to take advantage of considerable tax exemptions. Thanks to the granting of the quality standard ISO certificate, the Łódź SEZ attracted numerous new important business partners, including such important brands as Dell, Atlas, Bosch-Siemens, Procter&Gamble, Gilette, Hutchinson, Indesit and Ceramika Paradyż. Source: www.nbp.pl FROM THE REGIONS The Copernicus Science Centre to receive PLN 207 mln from European Funds The project will receive subsidies from the European Regional Development Fund. An agreement on co-financing was signed on August 20th, 2009 by the Minister of Culture and National Heritage, Bogdan Zdrojewski and the Mayor of the City of Warsaw, Hanna Gronkiewicz-Waltz.
The Centre ranks among the largest and most important investments in Warsaw. It will now be co-financed from European Funds. While the overall cost of the project amounts to PLN 364 mln, the EU subsidy should cover PLN 207 mln. The Copernicus Science Centre will be one of the most modern European centres promoting science. Since its establishment, despite the lack of a stable seat, the centre has been running activities which attract thousands of people. In order to enrich its offer and reach out to a greater number of citizens the centre has initiated creation of a chain of science centres to be set up around Poland. The Centre in Warsaw and the ambitious plan to establish similar facilities around the country show that Poland joins the group of developed countries which tend to support innovative undertakings and attribute vital role to modern education.
The investment project "Construction of the Copernicus Science Centre” entered the List of Individual Projects of the Operational Programme Infrastructure and Environment 2007 - 2013 (updated in July 2009), Measure 11.2 Development and improvement of over-regional culture infrastructure. ANALYSES AND REPORTS Report by AutomotiveSuppliers.pl: export in automotive industry AutomotiveSuppliers.pl, a company monitoring automotive industry in Poland and other countries of the Central and Eastern Europe, published a report on data concerning the Polish car export for the first five months of the year. Authors of the report drew on Eurostat data.
The report reveals that export in the automotive sector accounted in May for EUR 1.32 bn i.e. increased by 5% when compared to last year. In May Polish car sales to Germany rose 2.5 times. After the first five months of the year the overall value of export in the sector reached almost EUR 6.30 bn. Similarly to the situation in previous months it was the export volume directed to the EU markets, accounting for 88.8% of the overall Polish export, that exerted the greatest influence on the data. Despite the fact that the overall EU-oriented export dynamics recorded a decrease of 21.10% y-o-y, May saw the EU share in export rise by 0.34% when compared to April this year. Moreover, the authors emphasize that despite the falling trends in export dynamics for European markets, it was still higher than in previous months (77,90%). While in April major markets recorded drops, in May slight rises in export could be observed in several countries. The situation has much to do with the systems stimulating car markets through additional payments to new cars. That is why May again saw Germany as the biggest car-absorbing market (a 30.85% share in the Polish export). At the same time 21.05% of Polish automotive goods was exported to Italy (despite the 98% in May against the April 82,91% dynamics here is rather falling). France went up to take the 3rd position. Export to the country accounted for 7.14% of the overall sales volume and showed a rising tendency (dynamics 107.33%). The 5th and 4th positions among the biggest Polish export receivers were taken up by the UK (6,22%) and the Czech Republic (5.63%) respectively. Among the other former major markets the strongest falling trends could be observed in trade with Russia (dynamics 17.11%) and Ukraine (dynamics 23.40%). Experts from AutomotiveSuppliers.pl confirm that 2009 may see car export from Poland exceed EUR 15 bn. (AutomotiveSuppliers) DID YOU KNOW...? Film and photo contest “Eastern Poland- where the EU begins” The film and photo contest is organized by the Ministry of Regional Development and is geared towards young people. Contest works may be sent in till September 25th, 2009.
The idea behind the competition is to encourage young people to look for development related elements, for signs of all kinds of changes which have been taking place in the Eastern part of Poland and the region’s future in the EU.
